Box 391 <br />Redwood City, CA 94064 <br /> <br />RE: Contract Planning Services for Zoning Ordinance Amendments to Implement Stormwater <br />(NPDES) Requirements - Parking and Creek Setbacks <br /> <br />Dear Mr. Lynch, <br /> <br />On behalf of MHA Environmental Consulting, Inc., I am pleased to submit this proposal to provide <br />contract planning services for the City of Redwood City. The intent of the proposed service is to <br />prepare Zoning Ordinance amendments to implement the City's stormwater management <br />requirements, under the direction of the Planning Director and staff. Ordinance amendments will <br />primarily address: <br /> <br />. <br /> <br />Parking requirements <br />Parking lot landscaping <br />Setbacks/buffers from creeks <br />Flexible designs to preserve open space <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />These items are more specifically enumerated as programs 33-40, 42, 43, 46, 49, and 53- <br />56 in the City of Redwood City Draft Review and Analysis of Local Site Design Standards, <br />submitted to the San Francisco Bay Regional Water Quality Control Board. Amendments <br />related to other programs 1-11 and 32 (impervious surface limitations, protection of natural <br />vegetation and slopes, use of pervious driveway and parking materials, and use of open <br />spaces for detention/filtration of runoff) will be addressed by MHA under separate contract <br />services to the Planning Department. <br /> <br />Planning Services <br /> <br />Anticipated contract services include the following: <br /> <br />1) Up to three (3) meetings with planning and engineering staff to review the intent of the <br />ordinance amendments, an outline of revisions, and draft ordinance language <br /> <br />2) Review of pertinent sections of the City's Zoning Ordinance and related codes and <br />policies, particularly engineering criteria and policies <br /> <br />3) Research and review of parking rates and creek buffer regulations of other cities and <br />review of readily-available information regarding storm water quality effectiveness of <br />relevant Best Management Practices (BMPs) <br /> <br />4) Preparation of draft ordinance amendments related to parking criteria <br /> <br />5) Preparation of draft ordinance amendments related to creek setbacks and open space <br />criteria <br /> <br />6) Preparation of an Initial Study/Negative Declaration <br /> <br />4 West Fourth Avenue, Suite 303 San Mateo, California 94402 TEl650-373-1200 FAX 650-373-1211 E-MAil mail@mha-inc.com www.mha-inc.com <br /> <br />l <br />
