Exhibit A

SCOPE OF SERVICES

ENVIRONMENTAL CONSULTING, INC.

February 1, 2005

Mr. Tom Passanisi, Principal Planner
City of Redwood City
1017 Middlefield Road
P.o. Box 391
Redwood City, CA 94064

RE: Contract Planning Services for Zoning Ordinance Amendments to Implement Stormwater
(NPDES) Requirements

Dear Mr. Passanisi,

On behalf of MHA Environmental Consulting, Inc., I am pleased to submit this proposal to provide
contract planning services for the City of Redwood City. The intent of the proposed service is to
prepare Zoning Ordinance amendments to implement the City's stormwater management
requirements, under the direction of the Planning Director and staff. Ordinance amendments will
primarily address:

.

Impervious surface requirements
Preservation and protection of natural vegetation, slopes, and riparian corridors
Use of pervious materials for driveways
Use of landscape and open spaces for detention and filtration of runoff

.

.

.

Amendments related to revised parking requirements and creek setbacks are not included
within this work scope, but MHA is prepared to address those issues in subsequent
contract services.

Planning Services

Anticipated contract services include the following:

1) Up to three (3) meetings with planning staff to review the intent of the ordinance
amendments, an outline of revisions, and draft ordinance language
2) Review of pertinent sections of the City's Zoning Ordinance and related codes and
policies
3) Preparation of draft ordinance amendments for presentation to the Planning
Commission and City Council

4) Preparation of staff reports for the Planning Commission and City Council
5) Attendance at one Planning Commission and one City Council meeting

The work scope assumes that the ordinance amendments will be considered "exempt" from
CEQA, and that an Initial Study and Negative Declaration will not be required or will be prepared
by staff. This proposal anticipates work over a three to four month period. Work would primarily
occur off-site, but I will be readily available to meet at City Hall or elsewhere as needed during the
course of the project.

4 West Fourth Avenue, Suite 303 San Mateo, California 94402 TEL 650-373-1200 FAX 650-373-1211 E-MAIL mail@mha.inc.com www.mha-inc.com
