That the statements in the fifth paragraph of the appeal are <br />conclusionary and are not supported by facts; <br />and that the Clinic will make available and require use of automobile <br />identification stickers for the cars of all of its employees and the <br />professional staff. <br />Councilman Claire stated for the record that he does not oppose the proposed <br />expansion of parking facilities at the Clinic, but believes more adequate <br />studies regarding traffic and parking problems should be submitted before a <br />Use Permit is granted and that the storm drain situation should be studied <br />also. <br />The motion carried on the following roll call vote: <br />Ayes: Councilmen Bury, Chandler, and Stangel <br />Noes: Councilman Claire and Vice Mayor Mosher <br />M /S: Bury /Chandler to terminate proceedings with regard to the previous <br />application of the Redwood Medical Clinic related to a 6,300 square -foot <br />parking structure. <br />Carried unanimously by voice vote. <br />Council adjourned from 10:00 to 10:10 p.m. MINUTE ORDER N0. 84 -116 <br />---------------------------------------------------------------------------- - - - - -- <br />ORAL COMMUNICATIONS <br />There being no objection, Vice Mayor Mosher ordered that Oral Communications be <br />considered out of order at this time. <br />1. Carol Grialou, 2925 McGarvey, urged Council to take some action to solve the <br />problems on McGarvey related to heavy traffic, speeding and reckless driving <br />and reported some recent experiences. <br />2. Homer Quinn, 3015 McGarvey, confirmed statements made by Mrs. Grialou and <br />described property accidents which have occurred as a result of speeding and <br />reckless driving. <br />City Manager Smith stated that the most effective deterrent to the problems <br />described is heavy traffic enforcement with intensive patrols, noting that <br />the result will be improvement in the situation for some time, and if the <br />problem recurs, then the intensive enforcement will be needed again.
