Item No. 2 (continued) <br />Anthony Lauricella, 242 Upland Road, objected to the removal of a home where <br />the parking lot is to be constructed and the effect of the proposed structure <br />on his view. <br />Susan Wharton, 112 Circle, reported making a survey which indicates that more <br />than the 23 employees mentioned by the Clinic as regularly parking in the <br />neighborhood_ appeared to be parking on the streets and stated she does not <br />believe the parking structure will relieve the problem. <br />Dave Rusconi, 260 Upland Road, suggested that the Clinic will expand so that <br />the increased parking represented by the new structure will not be adequate <br />and urged Council to reverse the decision of the Zoning Administrator. <br />Vice Mayor Mosher invited anyone else who wished to do so to speak. No one <br />wished to speak. <br />M /S: Stangel /Bury to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 9:45 p.m. <br />In response to question as to why the traffic study was not made a condition <br />before completion of the parking structure, Mr. Patterson said that the <br />requirement is for "after six months ", since the Zoning Administrator <br />believes it will alleviate the present on- street parking and traffic problems <br />in the neighborhood. <br />In response to question, Mr. Hallum agreed that the Clinic would require use <br />of an identifying sticker for the automobiles used by all Clinic employees <br />and doctors. <br />M /S: Chandler / Stangel to deny the appeal of Oak Knoll Manor Neighborhood <br />Association from the determination of the Zoning Administrator to grant a Use <br />Permit to Redwood Medical Clinic to allow parking on residentially zoned lots <br />at 245 and 251 Upland Road, based on the following findings in response to <br />the appeal: <br />1: That with regard to the drainage system, the first condition of the <br />Use Permit requires that the adequacy of the drainage system is <br />subject to the sound determination of the Director of Public Works <br />with due regard to the drainage system overall; <br />2. That Condition 2. requiring a traffic engineer, in cooperation with <br />the City Traffic Engineer, to submit a report analyzing parking <br />characteristics in order to ascertain that the off-street parking on <br />Clinic property does serve Clinic needs is appropriate in that the <br />facilities are being constructed to address the present on- street <br />parking problem and that the provision for a study following <br />construction addresses any residential problem which may occur after <br />the fact; <br />3.
