Item No. 2 (continued) <br />Larry Lane, 250 Upland Road, opposed granting of the Use Permit because he <br />believes it is commercial activity in a residential zone, noting that the <br />Clinic owns other property in the area and neighbors fear expansion. In <br />response to question, Mr. Lane acknowledged that the Clinic made a <br />presentation to neighbors of their plans for increased parking before he <br />moved there a year ago. <br />Randy Bocci, 1365 Edgewood Road, said he is building a house on the parcel <br />adjacent to the Clinic and they were not cooperative about the flooding <br />conditions on his property which involved runoff from their property above <br />him. He stated he opposes the proposed resolution because drainage problems <br />may increase. <br />Mr. Addiego stated for the record that if the proposed development creates a <br />change in storm drain systems, the Clinic will be required to correct it, but <br />that the developer is not required to improve the situation elsewhere or <br />correct any existing problems which, in any case, have not been made known to <br />the City, noting there should be less storm water and a better drainage <br />situation if the property is developed. <br />Jeff Wharton, 112 Circle Road, opposed the granting of the Use Permit and any <br />expansion of the Clinic, stating there is too much on- street parking by <br />Clinic employees during the day. <br />Robert Bernstein, Bernstein, Foug & Associates, Palo Alto, architect for the <br />Clinic, read a summary of Clinic plans and used a wall map to describe them. <br />Mr. Bernstein presented slides indicating how the parking structure would be <br />integrated into the site, the sight -lines from nearby properties, the <br />proposed landscaping and noted that all employees will be required to use the <br />new parking spaces rather than the neighborhood streets. He said that Clinic <br />projections of anticipated use until 1990 indicate more parking will be <br />provided than will be needed or required. Mr. Bernstein replied to questions <br />stating that the Clinic had not even considered construction of the 35 foot <br />high structure of the maximum size now allowed on the property. <br />Stan Kangas, Brian - Kangas -Foulk & Associates, civil engineers retained by the <br />Clinic, reported they are preparing a study on drainage in order to eliminate <br />problems, noting water will be directed into an improved system, with a <br />reduced amount going downhill than at present. <br />Discussion followed and Mr. Kangas, Mr. Addiego, and Mr. Schricker replied to <br />questions and commented concerning whether problems might be created below.at <br />Alameda de las Pulgas and on the age of the storm drain system and needs for <br />replacements and repairs. <br />Tom Hallum, Nevada Street, Redwood Medical Clinic, replied to question <br />concerning personnel plans of the Clinic and the fact that employees now <br />parking in the neighborhood will be required to park in the new structure. <br />He said that noise by gardeners has greatly decreased since they have been <br />required to use leaf blowers only twice a week at certain specified times in <br />response to neigborhood complaints. <br />Reg.Mtg. <br />6/25/84 <br />Page 3 <br />MINUTE BOOK NO. 45 <br />Page No. 71 <br />
