Public Hearing - Appeal of Oak Knoll Manor Neighborhood
Association from the determination of the Zoning
Administrator to grant a Use Permit to Redwood Medical
Clinic to allow parking on residentially zoned lots at
245 and 251 Upland Road (203 -06)
Report of City Manager and Director of Planning 6/22/84
Report of Planner III 6/22/84
Appeal letter 5/16/84
City Manager Smith presented the subject appeal.
Planner Patterson and Director of Public Works Addiego replied to question
relating to the condition requiring that storm drain system deficiencies be
corrected to the satisfaction of the Director of Public Works, stating that
it is a standard requirement so that an applicant does not have to do
engineering work before obtaining approval and that the work will be done
properly so that an adequate system will exist in the area for which the
applicant is responsible.
In response to question, City Attorney Schricker stated that the issue before
Council is just the Use Permit, but that consideration of the 12,000 square -
foot parking structure proposed to be built cannot be ignored, since that is
the purpose of obtaining the permit.
Vice Mayor Mosher declared the public hearing open at 8:05 p.m.
Bert Barrett, 272 Upland Road, said he is referring to the parking structure
and opposes any intrusion into the neighborhood which he believes might be
detrimental to residents. Mr. Barrett commented on problems related to
increased traffic, on- street parking, noise, urbanization and street garbage.
He urged Council to reverse the decision of the Zoning Administrator and deny
the Use Permit.
Reg.Mtg.
6/25/84
Page 2
MINUTE BOOK NO. 45
Page No. 70
