Item No. 1 (continued) <br />Jim E. Keller, 825 San Antonio Road, Palo Alto, described his business, <br />stating that he has applied to use two cabs on a 24 -hour serve in the city, <br />but would expect to apply for as many as five at a future date. <br />Discussion followed and Mr. Keller and City Attorney Schricker replied to <br />question and commented concerning whether the need exists for increased taxi <br />service in the City; Mr. Keller's business in other cities; the cars he plans <br />to operate which have passed police inspection; and the color and name to be <br />used. <br />Mayor Britschgi invited anyone else present who wished to speak to do so. No <br />one wished to speak. <br />M /S: Bury /Rhodes to close the public-hearing. <br />Carried unanimously and public hearing closed at 8:05 p.m. <br />Discussion continued with regard to demand for additional cab service; the <br />kind of market analysis which might be required to determine a lack of need; <br />the determination which can be expected to be made through competition for <br />business; and the vehicle inspections required for the cab permits. <br />M /S: Mosher /Bury to deny the application of J.E. Keller for a Certificate of <br />Convenience and necessity to engage in the business of operating a taxi <br />service. <br />The motion failed on the following roll call vote: <br />- Ayes: Councilmen Bury, Mosher, Stangel <br />Noes: Councilmen Chandler, Claire, Rhodes and Mayor Britschgi <br />Title read.
