Item No. 2 (continued) <br />Report of City Manager and Director of Public Works 6/28/84 <br />Request of Robert H. Lee & Associates for Conditional Variance 6/7/84 - <br />Director of Public Works Addiego referred to the subject report and to <br />overhead projections of the site and of vehicle maneuvers required to use it <br />as proposed, stating that staff opposes the subject application because of <br />the traffic hazards presented ty the widening of the driveway width to exceed <br />City standards. <br />Mayor Britschgi declared the public hearing open at 8:30 p.m. <br />Robert H. Lee, architect, 147 Lomita, Mill Valley, presented exhibits <br />showing: 1) existing structures and proposed use of the site; and 2) a <br />driveway survey of the area on E1 Camino Real indicating number of driveways. <br />Mr. Lee said his firm believes the wider driveway is safer and presents fewer <br />hazards, noting it can be used for ingress and egress by cars and also for <br />access of the fuel tanker deliveries from E1 Camino Real. <br />Bryon Larson, Traffic Engineer, George Nolte Company, 1731 North First <br />Street, San Jose, reviewed the report he distributed to Council, stating he <br />believes the wider driveway is safer since entering cars will not have to <br />wait for those exiting from the station. Mr. Larson replied to questions <br />regarding turning motions of the fuel delivery tanker from E1 Camino Real <br />into the driveway with regard to blocking traffic and lanes and its route on <br />the site. <br />Mr. Lee also circulated a rendering of the proposed landscaping design and <br />the mini - market. <br />Mike Purcell, Chevron USA, Inc., 2 Annabel Lane, San Ramon, noted that the <br />request is now for a 35 -foot driveway with 3 -foot sides, or a total of 41 <br />feet, which is the largest Cal Trans allows rather than the 44 feet <br />previously requested. Mr. Purcell said the larger driveway is needed to <br />attract business and acknowledged that the placement of the pumps is designed <br />to make them more visible from the street than would be the case if the back <br />of the property were used which would allow better movement on the site. He <br />suggested that if the pumps are more visible, the traffic hazards would be <br />reduced. <br />City Attorney Schricker noted that the sole issue before Council is the <br />requested increased driveway width. <br />Discussion followed and Mr. Lee, Mr. Larson, Mr. Purcell, Mr. Schricker and <br />Mr. Addiego replied to questions and commented concerning the opposition of <br />the City's Traffic Engineer to the driveway because of safety considerations; <br />the hazardous conditions presented by the service station occupying a busy <br />corner at the on -ramp to Woodside Road; whether access from Willow Street <br />might be required with the driveway on E1 Camino used only for egress; the <br />routes of trucks making deliveries to the food store; the time each car <br />spends at the pump in the self- service /mini market type operation; the extent <br />to which El Camino Real and Willow Street might be blocked by fuel and other <br />Reg.Mtg. <br />7/23/84 <br />Page 3 <br />MINUTE BOOK NO. 45 <br />Page No. 98 <br />
