Item No. 1 (continued) <br />Mayor Britschgi called the meeting to order. <br />President Dodge referred to the subject materials stating five reports on <br />various aspects of Port activities will be presented by members. <br />1) Capital Improvement Proqram 1983 -84 - President Dodge presented the <br />report. <br />2) Port Finances: 1983 -84 Income and Expenses - Assistant Port Manager <br />Cecconi presented the report in the absence of Commissioner Spillers. In <br />response to question, Mrs. Cecconi said that the amounts given to the City <br />do not come from a budgeted surplus fund, but that in order to have such <br />funds they must come from exceeding projected revenues and /or reduced <br />expenses. <br />Port Manager Di Pietro noted that the Board determines at the time of <br />preparing the budget for the next fiscal year what the surplus is and has <br />established the policy that the Port will give to the City not less than <br />10% of net operating earnings. <br />3) Government Relations - Commissioner Keckley presented the report, and <br />replied to questions relating to the requirement that dredging spoils be <br />deposited in the water fill area of Alcatraz at a cost of at least half of <br />the total dredging cost. <br />(Councilman Claire arrived at 8:15 p.m.) <br />Discussion followed concerning similar problems encountered by other Bay <br />Area ports; the present attitude of tfie Bay Conservation and Development <br />Commission; the additional loss to the City of the value of the spoils as a <br />recoverable asset to be sold for fill; and the fact that the spoils <br />deposited at Alcatraz are often carried back to the source and must be <br />dredged again. <br />4) Yacht Harbor - Commissioner Smith presented the report. <br />In response to question, Mr. Di Pietro said that the State Ocean and <br />Boatways Department has criteria with regard to small boat docking for <br />transients, as well as others. <br />5) Portside - Commissioner Small presented the report on the Portside <br />project. <br />William Kay, Portside partner, replied to questions regarding the <br />relationship of restaurant square footage to number of seats, stating that <br />the 8,000 square -foot restaurant accommodates about 230 people and the <br />5,000 square -foot one, about 130 people in the first phase of the project. <br />President Dodge noted that when the Portside project is 50% leased, as is <br />now the case, the developer must start construction on Phase II, and plans <br />are under way. <br />(Recess from 8:55 to 9:05 p.m.) <br />Port /Council <br />Joint Meeting <br />7/25/84 <br />Page 2 <br />MINUTE BOOK NO. 45 <br />Page No. 108 <br />
