Item No. 30 (continued) <br />Frank Sheetz, 1903 East Bayshore Road, stated that many retirees live in the <br />City's mobilehome parks on modest incomes and fear rental increases. Mr. _ <br />Sheetz suggested that a rent stabilization program would protect tenants of i <br />mobilehome parks. <br />Marie Rickes, 3015 East Bayshore, Harbor Village, former president of the <br />association, asked Council to consider the longtime residency of many <br />tenants, suggesting that "economic evictions" may occur if tenants cannot pay <br />increased space rentals. <br />Pamela Middlebrook, Western Mobilehome Association, 1121 L street, <br />Sacramento, referred to a letter to Mayor Britschgi and other Council members <br />of August 21, 1984 from Thomas R. Stone, President of WMA. Ms. Middlebrook <br />reviewed the five -page letter calling attention to undesirable aspects of <br />rent control with regard to mobi lehomes. I'n reply to questions, she said <br />that park owners are encouraged to communicate with tenants in order to avoid <br />problems. <br />Larry Duarte, Los Altos, owner of a Redwood City mobilehome park with 50 <br />units, said he has received no complaints in spite of a questionnaire sent to <br />tenants soliciting comments. He pointed out that debt service and return on <br />investment are necessary, and he believes his rents are reasonable. <br />Lloyd Greeley, owner of Trailer Villa, Redwood City, in the County area, said <br />he is opposed to rent controls, has constant communication with tenants and <br />has no problems. Mr. Greeley called attention to already existing State <br />legislation affecting mobile home parks. <br />Albert Enqel, Harbor Village, owner, said that he does not believe a rent <br />stabilization program is warranted based on any rent increase experience in <br />Redwood City. In response to questions regarding the large deposit required <br />of renters at his park, Mr. Engel said legal costs for occasional evictions <br />might be necessary, acknowledging there have been only three in the past five <br />years. Mr. Engel said that the deposit is refundable without interest at the <br />time the tenant may move. <br />Warren Weinstock, 465 Convention Way, real estate, read from a California <br />Association of Realtors manual regarding mobil home rent control ordinances, <br />stating there is little competition in that area. <br />R. T. Jedlick, 2053 East Bayshore, thanked Council for hearing the request <br />early and requested Council assistance in protecting renters in mobilehome <br />parks. <br />M /S: Chandler /Bury that a committee composed of two City Council members, a <br />mobilehome park owner, a representative of the tenants of parks, a member of <br />the Board of Realtors, a representative of the City Atorney's Office and a <br />member of the Housing and Human Concerns Committee be established to begin <br />investigation leading toward a solution to the problem of accelerating rent <br />increase in mobilehome parks in Redwood City. <br />Carried unanimously by roll call vote. <br />Reg.Mtg. <br />8/27/84 <br />Page 4 <br />MINUTE BOOK NO. 45 <br />Page No. 120 <br />
