He stated he believes the cul de sac should be constructed at general city taxpayer expense. Nita Spangler, 970 Edgewood Road, said she is sympathetic to the residents of a neighborhood affected by speeders and urged that the city "get tough" on them. Bob Roddick, 140 Circle Road, spoke in favor of the cul de sac and suggested a chain across the road at each end with a sign indicating access is barred should be adequate, with no landscaping required.
