5. Informational Public Hearing - Request by resident of <br />Circle Road that Circle Road be made a cul de sac <br />(Report of City Manager and Director of Public Works <br />8/2/84) (1101- <br />Letter of opposition from Mrs. Billie S. Walker, 21 Circle Road 9/13/84 <br />Affidavits of Publication of Notice and of Mailing on file. <br />Mayor Britschgi reminded Council `hat the purpose of the informational public <br />hearing is to receive testimony rf! carding the interest of residents of Circle <br />Road and of the public concerning the subject request and staff <br />recommendations. <br />Director of P u b l i c Works Addiego presented the request and used overhead <br />projections to illustrate his comments. Mr. Addiego stated for the record <br />that residents who made the request for a cul de sac on the 100 block of <br />Circle Road stated they were willing to pay for alterations to the street <br />which might be required, noting that the cost is estimated at about $60,000. <br />In response to question, Mr. Addiego said that with regard to traffic <br />circulation, it would be better not to close off the road, but with regard to <br />traffic safety and reduction of potential vehicle conflicts, the staff would <br />recommend in favor of closing it. <br />Fire Chief O'Brien stated that there are concerns with regard to possible <br />necessary use of the road by emergency vehicles in the event an alternate <br />route other than Whipple Avenue is needed and suggested the fire hydrants may <br />have to be moved. <br />Acting Manager Margolis reported that the Police Chief has indicated he has <br />no problems with the proposed cul de sac. <br />Mayor Britschgi declared the public hearing open at 9:12 p.m. <br />Jeff Wharton, 112 Circle Road, said that residents did not anticipate the <br />cost of the cul de sac work would be $60,000 and had expected to be able to <br />do some of the work. He submitted a statement indicating support of the cul <br />de sac proposal from 22 residents of Circle Road. Mr. Wharton described <br />speeding problems and use of the street for parking related to Sequoia <br />Hospital growth and urged Council to approve the concept and do further study <br />with regard to costs and accommodating the needs of the Fire Department. <br />Rob Solari, 102 Circle Road, said he appreciates concerns of the Fire <br />Department and emergency vehicles, but suggested daily traffic safety is <br />important, noting that speeding vehicles threaten lives and do property <br />damage. He urged approval of the concept. <br />Ken McGill, Associate Administrator, Sequoia Hospital, said he has concerns <br />about fire emergency access and recommended that comment be solicited from _ <br />Medevac.
