Legislative Committee Report No. 84 -5 (Proposition 36) - <br />Vice Mayor Mosher Chairperson of the Legislative Committee <br />p g presented the _ <br />report, which discusses the fiscal impacts of Proposition 36 which is on the <br />November-6, 1984 State ballot, and noted that the report is submitted as <br />informational only, with the objective of informing the Council and the <br />community of the affects on local government, including an initial lump sum <br />cost to the City of $2,000,000 with a continuous annual loss of $250,000. <br />M /S: Bury /Claire to take the position to oppose Proposition 36. <br />Carried unanimously by voice vote. <br />MINUTE ORDER NO. 84 -163 <br />---------------------------------------------------------------------------- - - - - -- <br />REPORTS OF CITY MANAGER <br />6. Refuse Collection rate Increase (BFI) <br />Report of City Manager and Director of Finance 9/21/84 <br />Director of Finance Tasseff commented and replied to questions by Council <br />regarding the successful Fall special refuse pickup, with the result that 600 <br />tons of extra refuse was collected; and that the rate increase is being <br />requested primarily because of the costs of the transfer station. <br />Richard Romanski, legal counsel for BFI, responded to concerns as to what can <br />be expected in coming years with regard to costs, with a review of the events <br />preceding the round of rate discussions last year which involved discussions <br />by the members of the Joint Powers Authority regarding the best way to <br />proceed with adding in the costs of operation of the transfer station, and <br />the participating cities agreed that rather than charge the extimated 26% <br />increase in costs to the user at once, it was decided that the rate increase <br />should be taken in two steps, and indicated that by next year the increases <br />are expected to level off. <br />Mr. Tasseff advised that the Joint Powers Authority has commissioned the same <br />subcommittee who had studied the requested rate increase to review the <br />franchise agreements and come up with a uniform agreement, so that rate <br />increases next year, if all jurisdictions agree, would occur on October 1st, <br />and would be almost mechanical using the Price Waterhouse format. <br />Title read.
