WRITTEN COMMUNICATIONS <br />There being no objection, Mayor Britschgi ordered that Written Communications be <br />considered out of order at this time. <br />21. Letter from R. L. Newcomb re Senior Nutrition Program <br />Robert Newcomb, 1240 Woodside Road, commented on the distribution of ballots <br />to senior citizens regarding a proposed change in location of the Senior <br />Citizen Nutrition Program from Fair Oaks Community Center to the Senior <br />Center across the street, and stated his reasons for his objections, such as <br />inadequate restroom facilities, and lack of a fire escape at the second <br />floor. <br />Lola Klein, 875 Walnut Street, stated that she has participated in the <br />nutrition program for four years, and hoped that it would continue at the <br />present location, where there is a larger freezer, and because it is pleasant <br />to have contact with the young children there. <br />Jay Kehus, 3056 Page Street, stated that he was also opposed to the proposed <br />move, and that there is no parking available at the Senior Center; that there <br />are serious safety problems with some seniors in wheel chairs; that he has <br />taken part in the meal program for six years but would be unable to continue <br />if the proposed move takes place. <br />Mayor Britschgi noted that a report by the Senior Affairs Commission to the <br />Council is expected to be made, but is still pending. <br />City Manager Smith pointed out that the decision is not one the City Council <br />makes, that the Senior Nutrition Program is essentially a federal one; is <br />coordinated by the Area Aqency on Aging, and is operated by the Target <br />Education and Welfare Council, a non - profit organization, which will make <br />the decision, and that the Federal government, County and City gives that <br />group that authority. <br />Human Resources Director Irizarry replied to questions by Council stating <br />that the program is run through the EOC (Economic Opportunity Commission), <br />but the ultimate decision is made by the Area Agency on Aging which is the <br />grantee of the Federal government whose policy is to focus services to senior <br />citizens in one location. He explained the roles of the various authorities <br />involved; assured Council that the building is safe, having been subjected to <br />all necessary inspections to insure it meets City Code requirements; and <br />advised that the Senior Affairs Commission will be analyzing the results of <br />their survey at their next meeting some time in November or early December, <br />and a report to Council can be expected shortly after that. <br />-------------------------------- I ------------------------------------------- - - - - -- <br />( Cou nc i 1 recessed from 8: 45 to 8: 55 p.m. ) <br />Reg.
