Item No. 8 (continued) <br />Director of Public Works Addiego presented the subject report and offered <br />copies to anyone interested. Mr. Addiego referred to wall maps depicting: <br />1) recommended traffic improvements mentioned in the report; 2) existing <br />traffic signs and pavement markings; and 3) accidents which have occurred <br />during the past ten year period in the area. He stated that the intent of <br />the recommendations is to respond to the requests of Edgewood Road residents <br />and attempt to take traffic away from that residential street and divert it <br />to designated traffic carriers, noting that it is recognized that to do so <br />will create an impact on a wide area outside of the Edgewood Road area. Mr. <br />Addiego then reviewed the recommendations and replied to questions concerning <br />them. <br />Mr. Addiego noted that it is part of the recommendations that they all be <br />reviewed completely; that a hearing be held to obtain testimony from the <br />entire area including Whipple Avenue and the neighborhoods to the south, west <br />and north of it; that after testimony and discussion, staff might make <br />recommendations for the entire area; and that it is possible to proceed now <br />with some of the recommendations relating to signing and striping in order to <br />reduce accident potential. <br />Discussion followed and Mr. Addiego replied to questions relating to survey <br />results. <br />Police Chief Guardino reported activities of his department since the <br />September neighborhood meeting, stating that some 204 man hours with a <br />motorcycle were used in concentrated strict traffic enforcement. Chief <br />Guardino said that only .38 citations per hour had to be issued as compared <br />to the 1.5 average where a traffic problem is considered to exist. He said <br />that he has assigned ten hours per month at sporadic times to strict <br />enforcement there; noted that only 5% of those cited lived in the Edgewood <br />area; and suggested that the low rate of citations suggests that such <br />enforcement is not the best use of the limited Police Department traffic <br />enforcement personnel from the point of view of the entire City. <br />Chief Guardino then replied to questions concerning details of his statement. <br />Fire Chief O'Brien stated that he is concerned about the deadends which would <br />be created if the proposed traffic diverters are installed, stating that <br />difficult routes would exist for fire vehicles and other emergencyoequipment <br />traveling in and out of the Edgewood area or to the hospital. Chief O'Brien <br />also said that response time in the area would increase. <br />Mayor Britschgi then invited members of the audience to speak. <br />Robert Nixon, 599 Edgewood Road, described his concerns and his experience <br />with regard to accidents and dangerous situations in the Edgewood area.
