2. Personnel Committee report re cost -of- living adjustment <br />for management /confidential employees (500) <br />Councilman Bury, Chairman of the Personnel Committee presented the subject <br />report dated November 28, 1984. <br />Discussion followed and City Manager Smith replied to questions and commented <br />regarding the nature of the proposed cost -of- living increase; the fact that <br />it is intended for employees performing satisfactorily; what was included in <br />the Ralph Anderson study; the fact that the City is in the median range of <br />salaries paid in other cities for comparable work; the probable total cost of <br />the increase; whether comparable positions might not be more difficult to <br />perform in Redwood City as compared to some of the other benchmark cities; <br />and the fact that otherwise unrepresented employees are involved. <br />Assistant to City Manager Margolis replied to questions concerning range <br />changes and adjustments and the fact that annual review is made in October <br />with regard to cost -of- living, with October 1983 the last review date. <br />In response to question, Mr. Smith stated that with the proposed increase the <br />City would remain below the top quartile with regard to salaries in <br />comparable cities. <br />Title read. Architecture Selection Committee report re Civic Center <br />Feasibility Study (1401 <br />Assistant to City Manager Margolis, Chairman of the subject Committee, <br />presented the Committee report of November 28, 1984. Mrs. Margolis said that <br />the expectation is that the City would continue with Ripley Associates after <br />that firm had prepared the proposed feasibility study, but that has not been <br />finally decided. <br />Discussion followed and Mrs. Margolis replied to questions and commented <br />concerning the desirability of obtaining a feasibility study before <br />proceeding further; the fact that the cost of the study can be expected to be <br />made up later when the project is under way which is also true of the time <br />needed for the study. <br />M /S: Stangel /Claire to accept the recommendation of the Architect Selection <br />Committee and to authorize negotiation of an agreement with Ripley Associates <br />to conduct a feasibility study on the planned civic center improvements. <br />Reg.Mtg. <br />12/3/84 <br />Page 4 <br />MINUTE BOOK NO. 45 <br />Page No. 200 <br />
