Roger Torkelson replied to questions regarding his appraisal in rela- tion to the statements of Mr. Galligan concerning consideration of financial arrangements, inclusion of carpeting, marketing devaluation and access to financial information by the appraiser. City Attorney Schricker requested that each application be considered separately. M/S: Britschgi/Biagi to deny the application of Michael Galligan, 64 Cove Lane, Parcel 111-690-050, for assessment adjustment. Carried by majority voice vote which Mayor Stangel determined to be 4-2. MINUTE ORDER NO. 83-9 MIS: BritschgilBiagi to deny the application of Joy Shipstad and June Shipstad, 68 Cove Lane, Parcel 111-690-030, for adjustment of assessment. Carried by majority voice vote which Mayor Stangel determined to be 5-1. MINUTE ORDER NO. 83-10 7. Mark R. Kroll, Shorebird Solar Corporation, 30800 North Wolfe Road, Cupertino, stated that he does not believe the assessed value of his companyls 90 units reflects full market value, since the units had never been sold as of the March 1,1982 date. Mr. Kroll described the financing arrangements offered in an attempt to sell the units and suggested actual value is therefore less than the sale price might indicate. Mr. Kroll said his firm is asking for an assessed value based on the actual construction cost of the units. MIS: MosherlBritschgi to continue the public hearing on the applica- tion for assessment adjustment of Shorebird Solar Corporation, 30800 North Wolfe Road, Cupertino, Parcel: Book 111, Pages 600, 610, 620, 630, for 90 improved condominiums, until February 7, 1983 pending receipt of additional complete information. Carried unanimously by voice vote. MINUTE ORDER NO. 83-11 It was requested that in the future copies of all applications for assessment adjustment be provided to Council along with the response from the appraiser which is to be presented in a comprehensive, consistent format which is essentially the same for each application and response. (Memo 1/18/83) It was also requested that with regard to the application from Shorebird Solar that since the applicant is requesting each parcel be considered separately that the information from the appraiser be provided in the same form.
