Mr. Pappas suggested adjustment should be made for the corner <br />location, his lack of family room and larger backyard, for depreci- <br />ation and because financial arrangements related to recent sales may <br />not reflect the true value of the property. Mr. Pappas described how <br />he had arrived at his $150,000 figure and suggested the representative <br />of American Appraisal used a IIcrudell assessment procedure resulting in <br />over-valuation of his property. <br /> <br />Mr. Torkelson referred to the information provided by his office which <br />was used in determining the assessment and replied to questions, <br />noting that when no recent sales figures are available he considers <br />dollar cost per square foot of similar floor plans. He described the <br />market approach to appraising property. In response to questions from <br />City Attorney Schricker, Mr. Torkelson said that method of financing <br />is not a reliable basis for appraisal. <br /> <br />Councilman Biagi stated for the record that the assessment is for the <br />purpose of paying off bonds, and the only question before the Board is <br />whether or not the property owner is paying his fair share of the bond <br />repayment at this time in relation to the amounts paid by other <br />property owners. <br /> <br />In response to questions, Mr. Schricker said that it is legal to <br />assess property to IIcatch Upll all in one year, noting that in the past <br />the County was sometimes as much as ten years late with current <br />assessment. <br /> <br />M/S: Mosher/Bury to deny the application of Costas and Thetis Pappas, <br />587 Seahorse Lane, Paracel 095-123-120, for assessment adjustment. <br /> <br />Carried by majority voice vote which Mayor Stangel determined to be <br />5-1.
