Item No. 1 (continued) <br />Don Warren, President, Redwood Shores, Inc. and South Shores, Inc., 350 <br />Marine World Parkway, used an overhead projection of an aerial map of the <br />District, commenting on its history and present status with regard to <br />projected population and development. Mr. Warren said that his company is <br />proud of the well - planned community and has anticipated that the improve- <br />ment district would continue to fulfill its obligations according to the <br />adopted ordinance, noting that Mobil has assumed all in -tract development <br />and done considerably more than they are obligated to do. Mr. Warren <br />suggested development of "South Shores" will not take place in an orderly <br />way attracting good developers without the District, noting that the <br />facilities fee program can only work if the "infrastructure" is in place. <br />He strongly recommended support of the recommendations of the GID No. 1 -64 <br />Advisory Committee, observing that its membership represents a broad <br />section of the District voter community. <br />Discussion continued and Mr. Warren replied to questions relating to <br />details of the Committee recommendations. <br />Peter Gruchala, 573 Marlin Court, stated that three past presidents of the <br />homeowners association (RSHA) are on the Advisory Committee; that backup <br />figures are available for all recommendations; and suggested that it would <br />be irresponsible to deauthorize all bonds without providing any alter- <br />native vehicle for financing possible future needs. <br />(Council recessed from 9:50 to 10:04 p.m.) <br />Gregg Doran, 570 Marlin Court, former member of GID No. 1 -64 Advisory <br />Committee, suggested compromise is possible, stating he formerly opposed <br />all bonds, but after being President of RSHA for three years and learning <br />more about the subject, as well as serving on the Planning Commission, he <br />has changed his thinking to the extent that he now favors retaining only <br />the $8,000,000 for unspecified emergencies. <br />Ronald MacQuarrie, Chairman, GID No. 1 -64 Advisory Committee, 558 Keelson <br />Circle, referred to the recommendations of the Committee and stated that <br />they will protect District property owners while at the same time reducing <br />the bond authorization to the lowest reasonable amount. Mr. MacQuarrie <br />pointed out that retaining bonds for emergencies and the other purposes <br />named provides an option not otherwise available. He noted that the <br />Advisory Committee is made up of a broad group representing property <br />owners including past presidents of RSHA familiar with the District and <br />its needs and the developer and that the Committee recommendations <br />received unanimous approval. He urged Council to accept the Committee <br />recommendations as being in the best interests of the District property <br />owners. <br />Leroy G.
