Department review continued: <br />Public Works Department <br />Nita Spanqler, 970 Edgewood Road, suggested a Street Management Program be <br />established to involve the residents in maintaining clean streets. <br />---------------------------------------------------------------------------- - - - - -- <br />2. Budget Projection 1983 -84 <br />City Manager Smith referred to overhead projections entitled "Revenue Expenditure <br />Gap" and a graph "Revenue vs. Expenditures 1977 -78 to 1983 -84" and to his report <br />of February 24, 1983 "Updated 1983 -84 Budget Funding Analysis." <br />Mr. Smith, Finance Director Tasseff and Assistant Finance Director Becker <br />described the uses of the Reserve Fund, "fund balances" and the basis for <br />calculation of self- insurance fund and amount therein and replied to questions. <br />Mr. Smith referred to his report of February 22, 1983 "Utility Users Tax As A <br />Revenue Source" and to reports of February 2, 1983 "Draft Admissions Tax <br />Ordinance" and to "Gross Receipts Business License Tax" and commented on the <br />revenue options listed in his updated analysis of February 24. <br />Discussion followed concerning revenue options available to meet City service <br />needs and proposed service cuts and reductions. <br />Mike Demetrious, Marine World Africa USA, suggested that an admissions tax is <br />discriminatory in that according to the proposed formula only Marine World would <br />be taxed. He said he does not believe it would be economically feasible to pass <br />the tax along to customers in the form of increased ticket prices. <br />Marguerite Leipz iq, former Councilman, stated she is in agreement with some <br />cutbacks and reductions in service, but suggested that people seem to want to <br />continue at least the present level of City services and seem willing to pay for <br />it. Mrs. Leipzig observed that deterioration may be rapid and recovery more <br />costly later, if severe cuts are made, and citizens will object to loss of <br />services which ultimately reduce their property values. She urged Council not to <br />make the decision on the 28th, but to study the revenue options available with a <br />view toward preserving the City. <br />Larry Buckmaster, Chamber of Commerce, stated he does not favor the gross receipts <br />business license tax and also opposes the admissions tax. Mr. Buckmaster <br />suggested the utility user tax is more fair since it spreads tax on an equitable <br />basis among users throughout the City. <br />Discussion continued and Mr. Smith and others replied to questions concerning the <br />content of the projected 1983 -84 shortfall. <br />CONSENSUS: Mayor Stangel determined it to be the consensus of Council to remove <br />the items relating to an admissions tax and a gross receipts business license tax <br />from the Council Agenda for February 28, 1983 and place them on the Agenda for <br />March 7, 1983.
