Proposal for Fuel Leak Case Support Services
Redwood City, California

Proposal for Fuel Leak Case Support Services
Redwood City, California

Section 1: Background

The City of Redwood City (City) received a letter, dated January 31, 2005, from the San Mateo County
Groundwater Protection Program (GPP) regarding four potential fuel hydrocarbon release sites. GPP
requested the submission of separate work plans for investigation of each of the four sites by May 13,
2005. These sites are summarized below:

SMCo Case #330141

Earth Tech removed an approximately 750-gallon UST during utility relocation for the Jefferson Avenue
Grade Separation Project in June 1996. Petroleum hydrocarbon contamination was detected in soil
samples from the excavation. The contamination was attributed to the general degradation of the
environmental quality in the area. Earth Tech prepared a UST Removal Report dated November 27, 1996
and submitted it to the San Mateo County Department of Health Care Services.

The UST removal report shows that the tank was formerly located within the limits of excavation for the
Jefferson Avenue Grade Separation. Based on that, a number of activities performed during construction
of the Grade Separation also accomplished the cleanup of any residual contamination from this UST.

These activities included:

.

Removal of the UST,

.

Installation of the soil cement cutoff wall, which contained any hydrocarbons that may have
reached the groundwater table,

.

Excavation oflarge volumes of soil from the area around the UST, and

.

Extraction of significant volumes of groundwater.

Additional information about the UST removal is included in the Earth Tech project files.
Based on the above information, we propose to prepare a letter requesting case closure with no further

action.

L:GROUPIENVIPROPIR WC\4 USTSIPROPBK.DOC

February 2005

'!
