Proposal for Fuel Leak Case Support Services
Redwood City, California

SMCo Case #330209
In January 1997, Earth Tech removed a UST system from a location about 180 feet southeast of the

former Jefferson Avenue and 100 feet southwest of the former police station/temporary City Hall (south
of the Jefferson Avenue Grade Separation) and prepared a UST removal report dated February 6, 1997.
This UST system ("the newer 1O,000-gallon system") included a 1O,000-gallon, double-walled fiberglass

UST, piping, and a fuel dispenser island. This system appears to be the 10,000-gallon UST shown for
installation on the top right of City Plan 9013B, dated 1986. Additional information about removal of this
UST is available in Earth Tech project files.

Petroleum hydrocarbons and related compounds were detected in a groundwater grab sample from the
UST removal excavation. The groundwater contamination was attributed to the general groundwater

quality degradation in the area due to several nearby UST sites. In a letter response to the UST removal
report dated January 7, 1997, Ms. Michele Shoemaker of the GPP stated that additional investigation
would be required for groundwater at this site and that it could occur during or immediately after the
Jefferson Avenue Grade Separation project. Earth Tech is not aware of any further investigations

conducted but will review City and County files for this site.

Based on the information we currently have, Earth Tech proposes to prepare a work plan for this site as
required by the County in the GPP letter.

SMCo Case #330143

The older former generator fuel "day" tank identified as a potential fuel source was located east of the
newer 10,000-gallon UST system and newer former generator fuel "day" tank, as shown on City Plan
9013B. As shown on City Plan 9013B the older tanks (10,000 gallon UST and "day" tank) were
apparently removed and replaced with the newer tanks in 1986. Note that the older 1O,OOO-gallon UST

which was formerly connected to the older former generator fuel "day" tank is not specifically mentioned
in this section of the GPP letter. Both of these "older" tanks appear to be on the edge of the current library
footprint. Earth Tech has no information on this site except what has been received from the City. The

contents of the GPP letter suggest that GPP files contain further information about the removal of this day
tank, and the diesel fuel apparently present in groundwater.

L:GROUPIENVIPROPIR WC\4 USTSIPROPBK.DOC

February 2005

L:GROUPIENVIPROPIR WCI4 USTSIPROPBK.DOC

Page 3 of5

February 2005

" " "---" "-',
