The remaining portion of <br />Laurel Way, extending westerly and then northerly is unimproved and <br />allows passage for but a single vehicle at a time. Except for that portion <br />improved to City standards, Laurel Way is a private road (including that <br />portion paved to a one -half width of a standard street). <br />b. Laurel Way is located on uneven, steep terrain. The average slopes of <br />undeveloped lots fronting on Laurel Way range from 21 percent to 64 <br />percent. <br />c. A plat of Laurel Way, showing improved and unimproved lots fronting <br />thereon, is attached hereto, marked Exhibit "A," and by this reference <br />incorporated herein. References herein to street numbers correspond to <br />the lots so numbered on Exhibit A. <br />d. In 1971, assessment district proceedings were instituted for the <br />improvement of Laurel Way. Those proceeding were terminated upon <br />opposition by some of the landowners to be assessed. Pursuant to those <br />proceedings, plans for the construction of street and associated utility <br />improvements were prepared entitled, "Laurel Way Improvement Unit No. <br />2," dated 9/13/71 (the "Improvement Plans "), which Plans are on file in the <br />office of the City Engineer. <br />e. In 1982, upon application of the owner, variances to certain provisions of <br />Ordinance No. 1130, as amended (the "Zon. Ord.
