03/14/2005 <br />September 12, 1988, by consensus, the City Council concluded that soils <br />and geologic conditions regarding any further development on Laurel <br />Way require preparation of an area -wide Environmental Impact Report <br />( "EIR ") in accordance with the California Environmental Quality Act <br />( "CEQX; Pub. Res. Code § 21000, et seq.) in order to determine the <br />cumulative environmental effect of any development of property on Laurel <br />Way. <br />i. Prior geologic studies of properties fronting on Laurel Way and westerly <br />of 3726 and 3729 Laurel Way (hereinafter "Affected Area ") have detected, <br />among other matters, downslope soil "creepage," several subsurface <br />water seepage zones, and the existence of "uncontrolled" landfill in <br />various locations near the roadway (Geologic Investigation Report, <br />Gribaldo, Jones and Associates, dated January 26, 1970). <br />j. The Affected Area is located within the seismically active San Francisco <br />Bay Area, and is approximately 2.5 miles from the active San Andreas <br />fault (id.). <br />k. Evidence of cracking in the roadway within the Affected Area has been <br />observed, which may indicate downslope earth movement. Pooled water <br />and other evidence of groundwater seepage have also been observed in <br />the roadway. Natural surface drainage has been altered by construction <br />of prior residences along Laurel Way and also by the extension of the <br />roadway. <br />Atty /Reso/Reso.1520 4 14632 <br />031505 Muff # 602 <br />
