REPORT <br /> From the Oit¥ Manager <br />dune 10, 2002 <br /> <br />Subject <br />Approval of Contract Documents and Award of Contract - Lighted Crosswalk Warning <br />System Project (Bay Road/10m Avenue & Florence Street/17m Avenue) <br /> <br />Recommendation <br />Approve the Contract Documents and authorize the award of contract for the Lighted <br />Crosswalk Warning System Project (Bay Road/ 10~ Avenue & Florence Street/17m <br />Avenue), to the lowest responsible bidder, Pacific Electric Company, of San Jose, <br />California, for the amount of $73,750.00. <br /> <br />Background <br />Staff has received requests from school officials and community residents to improve <br />the safety of the existing uncontrolled crosswalks on: (1) Bay Road at Tenth Avenue, <br />and (2) Florence Street at Seventeenth Avenue. <br /> <br />The existing crosswalk on Bay Road at Tenth Avenue is a primary school crosswalk for <br />Taft Elementary School, and is used by a significant number of students and parents <br />who live on the east side of Bay Road, en-route to and from school. Currently, there is <br />a crossing guard stationed at this location at school arrival and dismissal times. <br /> <br />The existing uncontrolled crosswalk on Florence Street at Seventeenth Avenue is <br />heavily used by pedestrians, generated by the adjacent shopping center as well as by <br />nearby bus stops on Florence Street. Additionally, the crosswalk is used by a large <br />number of students accessing several school buses that stop on Seventeenth Avenue <br />near Florence Street. <br /> <br />Both crosswalks are on streets classified as minor arterials, and have significant traffic <br />flow throughout the day. The crosswalks are currently painted as high-visibility "ladder- <br />style" crosswalks, and have several warning signs and pavement markings on the <br />approaches in each direction. Despite these warning features, pedestrians have <br />expressed that there is a lack of compliance by motorists to yield for pedestrians in the <br />crosswalk, and the community has requested that improvements be made to further <br />enhance the safety of the crosswalks. <br /> <br />Staff believes that the best way to address the safety concerns is to install a lighted <br />crosswalk warning system at each of these locations, to alert motorists when <br />pedestrians are present at the crosswalk. The system consists of pedestrian-activated, <br />flashing amber- colored LED light fixtures embedded in the roadway on each side of the <br />crosswalk. In addition to the embedded lights, pedestrian warning signs with LED lights <br />that flash in unison with the pavement lights will be installed in each direction at both <br />locations. <br /> <br /> <br />
