From the City Manager <br /> <br /> June 10, 2002 <br /> <br /> Subject <br /> Approval of Contract Documents and Award of Contract - Red Morton Skate/Restroom/ <br /> Concession Facilities Project <br /> <br /> Recommendation <br /> Approve the Contract Documents and authorize award of contract for the Red Morton <br /> Skate/Restroom/Concession Facilities Project, to the lowest responsible bidder, KCK <br /> Builders of San Rafael, California, for their Iow bid of $628,000 <br /> <br /> Background <br />On March 26, 2001, City Council awarded a contract to Wormhoudt Landscape Architecture, <br />Inc. for the design of the Skate Park in Red Morton Park. The design of the skate park has <br />been completed, and is ready for construction. The skate park will include the following <br />structures: Grinding Block, Steps, Panels, Quarter Pipe, Roll-Over Pod, Grinding Rail, and <br />Spines (two quarter pipes back to back). <br /> <br />The restroom in the Red Morton Park adjacent to the selected site for the Skate Park has <br />deteriorated, become unsanitary, and does not meet the Americans with Disabilities Act <br />requirements. This essential park facility was scheduled to be replaced in the FY 2002-2003, <br />Restroom Facilities Replacement Program. <br /> <br />it is'staff's recommendation that the Red Morton Park Restroom Facility be constructed at <br />the same time as the Skate Park, in order to shorten the construction period and minimize <br />the construction impact to the Park. <br /> <br />During the design of restroom replacement, staff also responded to the need of a concession' <br />stand, and park equipment storage facility in Red Morton Park. After careful research and <br />evaluation it was determined that a storage space (10'x15') with a concession space <br />(10'x10') extending from the prefabricated restroom building, is most feasible and cost <br />effective to construct. <br /> <br />The new prefabricated restroom will include standard toilets, wheel chair accessible toilets, <br />lavatory, urinal, mirrors, tissue dispenser, paper towel dispenser, add-on roof shakes, and <br />electronic door locking system. Renovation of existing landscape, irrigation system, sewer <br />system, water system, storm drainage system, and installation of remote control irrigation <br />system, new benches, trash receptacles, and sidewalk are also included in this project. <br /> <br />The extension of the prefabricated restroom to be used for park equipment storage and a <br />concession stand will include additional roll-up door, concession stand counter and window. <br />No cooking or food heating equipment is proposed in this building.
