From the City Manager June 10, 2002 Subject Approval of Contract Documents and Award of Contract - Red Morton Skate/Restroom/ Concession Facilities Project Recommendation Approve the Contract Documents and authorize award of contract for the Red Morton Skate/Restroom/Concession Facilities Project, to the lowest responsible bidder, KCK Builders of San Rafael, California, for their Iow bid of $628,000 Background On March 26, 2001, City Council awarded a contract to Wormhoudt Landscape Architecture, Inc. for the design of the Skate Park in Red Morton Park. The design of the skate park has been completed, and is ready for construction. The skate park will include the following structures: Grinding Block, Steps, Panels, Quarter Pipe, Roll-Over Pod, Grinding Rail, and Spines (two quarter pipes back to back). The restroom in the Red Morton Park adjacent to the selected site for the Skate Park has deteriorated, become unsanitary, and does not meet the Americans with Disabilities Act requirements. This essential park facility was scheduled to be replaced in the FY 2002-2003, Restroom Facilities Replacement Program. it is'staff's recommendation that the Red Morton Park Restroom Facility be constructed at the same time as the Skate Park, in order to shorten the construction period and minimize the construction impact to the Park. During the design of restroom replacement, staff also responded to the need of a concession' stand, and park equipment storage facility in Red Morton Park. After careful research and evaluation it was determined that a storage space (10'x15') with a concession space (10'x10') extending from the prefabricated restroom building, is most feasible and cost effective to construct. The new prefabricated restroom will include standard toilets, wheel chair accessible toilets, lavatory, urinal, mirrors, tissue dispenser, paper towel dispenser, add-on roof shakes, and electronic door locking system. Renovation of existing landscape, irrigation system, sewer system, water system, storm drainage system, and installation of remote control irrigation system, new benches, trash receptacles, and sidewalk are also included in this project. The extension of the prefabricated restroom to be used for park equipment storage and a concession stand will include additional roll-up door, concession stand counter and window. No cooking or food heating equipment is proposed in this building. The storage facility will be
