Model General Plan Policies <br /> <br />Goals: <br />· Decreasing the effects of such pollutants on the beneficial uses of creeks, marshlands, <br /> lagoons and San Francisco Bay. <br />· To minimize the discharge ofpolhitants in municipal storm water runoff, thereby <br /> to provide, to the extent practicable, hydrologic systems that will maintain the existing <br /> water flow and volume characteristics of the watershed. <br /> <br />Objectives: <br />· Continue to implement a municipal stormwater pollution prevention program, in <br /> cooperation with the San Mateo Countywide Stormwater Pollution Prevention Program <br /> (STOPPP) or equivalent program~, designed to substantially reduce pollutants to the <br /> maximum extent practicable entering local storm drains and creeks. <br />· Prevent increases in stormwater pollutants, and minimize changes that increase <br /> stormwater flow and volume (such as increased imperviousness), due to new <br /> development and urbanization of the watershed. <br /> <br />General Stormwater Pollution Prevention <br />Policies: <br />The City of Redwood City will prohibit the discharge of pollutants to the maximum extent <br />practicable and effectively prohibit the illicit dumping of wastes into storm drains, city <br />rights of way, creeks, and other waterways. <br /> <br />The City of Redwood City will use its authority under the California Environmental <br />Quality Act (CEQA) to require mitigation measures for potential stormwater pollutant <br />impacts of projects on which it conducts environmental review, as appropriate. <br /> <br />The City of Redwood City will encourage the consideration of pest-resistant landscaping <br />and design features, and the incorporation of stormwater detention and retention techniques <br />in the design and landscaping of proposed development projects. <br /> <br />~ STOPPP is used throughout the text. Because General Plans are updated only periodically, municipalities <br />may wish to indicate "STOPPP, or equivalent program" in the furore, unforeseen case that the program <br />undergoes a name change or a municipality decides to obtain an individual NPDES penmt and no longer to <br />participate as a co-perrm~tee. <br /> <br /> <br />
