Implementation Measures: <br />The City of Redwood City will implement the San Marco Countywide Stormwater <br />Pollution Prevention Program (STOPPP), or equivalent program's, performance standards. <br /> <br />Sensitive Area Protection <br />Policies: <br />The City of Redwood City will encourage the preservation, and where possible the <br />restoration of, areas that provide important water quality benefits (e.g., riparian corridors, <br />wetlands, buffer zones, any area in which plant or animal life or their habitats are rare or <br />especially valuable.) <br /> <br />Implementation Measures: <br />The City of Redwood City will implement the San Mateo Countywide Stormwater <br />Pollution Prevention Program (STOPPP), or equivalent program's, performance standards. <br /> <br />DEFINITIONS <br />With the exception of "discharge of pollutants," the following selected definitions were <br />taken from the STOPPP Stormwater Management Plan, Jul)' 1998-June 2003 (July <br />1999). "Discharge of pollutants" was defined by the work group to provide additional <br />clarification. <br /> <br />Appropriate Best Management Practices - Appropriate BMPs are those listed in, or <br />provided an equivalent level of protection as those provided in, the Regional Board's <br />Staff Recommendations. The guidance documents STOPPP's "Checklist of Permanent <br />Stonnwater Pollution Prevention Controls" and "Chart for Identifying Required <br />Permanent Stormwater Pollution Prevention Controls," and STOPPP's "Checklist for <br />Construction Requirements" were developed based on the BMPs in Staff <br />Recommendations. <br /> <br />Discharge of Pollutants - Any non-stormwater discharge to a storm drain or <br />watercourse, except for those discharges allowed under STOPPP's National Pollution <br />Discharge Elimination System (NPDES) permit. Pollutants may include, but are not <br />limited to, soil sediment, litter, oil, grease, pesticides, and metals. <br /> <br />Illicit Discharge - Any non-stormwater discharge to a storm drain or watercourse, except <br />for those discharges allowed under STOPPP's NPDES permit. <br /> <br />Projects with significant stormwater pollution potential - A project which causes <br />substantial or potentially substantial adverse change in the quantity and/or quality of <br />stormwater runoff generated from the site. (Note: This is consistent with the CEQA <br />definition of significance. Professional judgment will be required in evaluation of project <br />impacts, until specific thresholds for significance have been adopted.) A project site <br />which contains or is adjacent to a "sensitive area" (see definition below) and/or is of <br />sufficient acreage to require coverage under the State Water Resources Control Board <br /> <br /> <br />
