Fifth Avenue Storm Drain Report, April 1983 (801 -04) <br />Report of City Manager and Director of Public Works 4/25/83 transmitting <br />"Fifth Avenue Storm Drain System Investigation, April 1983" prepared by <br />Brian- Kangas -Foulk & Associates, engineering consultants. <br />Director of Public Works Addiego presented the subject report using over- <br />head projections of pages of the report to illustrate his remarks. <br />Mr. Addigo stated that estimated assessment for a typical 6,000 sq. ft. <br />residence property at 11% interest would be $202.92 per year, or could be <br />paid in full for $1488.00 and that County assessments might be expected to <br />be comparable. <br />City Attorney Schricker advised that the assessments are not combined, and <br />that the single assessment depends upon whether the property is under City <br />or County jurisdiction. Mr. Schricker also advised that assessment dis- <br />tricts have a protest procedure, and that the public agency can override <br />protests, if it is determined the project is required by public necessity <br />and welfare. <br />Bonnie Miller, 1224 Fifth Avenue, said that she represents residents of <br />the Fifth Avenue area who favor the storm drainage project and urged <br />Council to proceed. In response to question, Ms. Miller said that she <br />does not object to the estimated assessment in order to correct the <br />flooding situation. <br />Mr. Schricker advised that assessment districts are set up on the basis of <br />benefit and that both properties which become flooded and those which are <br />the source of the flooding would be deemed to receive benefits. <br />Reg.Mtg. <br />5/2/83 <br />Page 2 <br />MINUTE BOOK NO. 44 <br />Page No. 121 <br />
