Item No. 3 (continued) M /S: Biagi /Mosher to accept the report of Brian - Kangas -Foulk & Associates of April 1983 and the staff recommendation to establish an Assessment District to generate funds for the construction of one of the alternates for the Fifth Avenue Pump Station Storm Drainage System, with the following steps to be taken: 1. A committee should be established, composed of two members of the City Council and two members of the County Board of Supervisors, including staff from both the City and the County. 2. The committee should review the report in detail, select a proposed alternate and determine City and County participation in the project for Council/Board approval. 3. The committee should determine extra territorial jurisdiction, whether the City or the County will be in charge of the project, hold public hearings, etc. 4. It is very important that the schedule attached to the report be met, in order to complete construction by the end of the 1984 construction season. (In order to proceed on schedule, staff has coordinated with the San Mateo County Director of Public Works, and consideration of forming a committee has been tentatively scheduled for the Board of Supervisors' regular meeting on May 10, 1983. It is desirable that the Mayor and the Director of Public Works make a presentation to the Board at that time.) Carried unanimously by voice vote.
