Item No. 1 (continued) <br />Juanita Di Masi, Chairman of the Fair Oaks Community Center Advisory Board <br />introduced Board members Hughes, Alvarez, Rincon and Rankin. Mrs. Di Masi <br />commented on the excellent work of the Canada College employment bureau at <br />the Center, described the work of WIC (Women, Infants, Children) and <br />thanked the City Council and City Manager Smith for their continuing <br />support for the Center. Mrs. Di Masi urged that supervisor of the Center <br />continue to be a fulltime job in order to prevent any deterioration of <br />services or facilities there and stated that the Board is concerned about <br />completion of the children's play yard renovation project. <br />Mr. Smith stated that faulty bids for the play yard work had to be <br />rejected which delayed the project, but that readvertisement for bids has <br />been done and plans are to proceed with the project as soon as an <br />acceptable bid is received. (NOTE: Bids are scheduled to be opened <br />May 24.) <br />Councilman Mosher, on behalf of Council, commended Board members, City <br />staff and the many volunteers who are making the Center successful. <br />2. Board of Port Commissioners recommendation re quit claim <br />and street dedication (Leslie Salt Co.) <br />Reports of City Manager and Director of Public Works 5/20/83. <br />Director of Public Works Addiego reported on the background and status of <br />the subject item using projections of the parcel map and an aerial <br />photograph of the subject area to illustrate his remarks. <br />In response to question, City Attorney Schricker advised that a <br />"quitclaim" is a legal relinquishment of rights relating to property and <br />is required by title companies as an acknowledgement of lack of interest <br />in the property. <br />Dan Levin, Lincoln Property Company, responded to question re private <br />ownership of yacht harbor areas, stating that the permit issued by BCDC <br />(Bay Conservation and Development Commission) requires public access and <br />there will be a boardwalk on the pipeline route and a dirt road to it for <br />use in the event the lines need repairs.
