4. Presentation of 1983 -84 Recommended Annual Budget <br />(401 -02) <br />City Manager Smith presented the Recommended Annual Budget 1983 -84 and the <br />Five Year Capital Improvements Program. <br />Bob Norris, former City Councilman, said he would be unable to be present <br />at the Budget Study Session on June 11, but would like to comment con- <br />cerning the recommended budget. Mr. Norris stated that the Budget re- <br />flects realities with regard to funding and that it is good to have the <br />Five Year Capital Improvements Program for projects that will be required <br />or may be anticipated. With regard to alternate sources of revenue, Mr. <br />Norris stated that he opposes a gross receipts business license tax at <br />this time; that he also opposes an admissions tax which would be imposed <br />principally on Marine World; and that he favors a utility users tax in <br />view of the economic state of the City and the need for revenue to <br />maintain it. <br />Title read.
