Mosher <br />Bill Rhodes <br />Municipal Service Center <br />Saturday, June 11, 1983 <br />Budget Study Session <br />The Council of the City of Redwood City met on this date at 9:10 a.m. in the <br />Municipal Service Center, Mayor Stangel presiding. <br />Councilmen present: Biagi, Britschgi, Bury, Claire, Mosher, Rhodes <br />and Mayor Stangel <br />Councilmen absent: None <br />Officials and staff present: Smith, Schricker, Tasseff, Hildebrand and all <br />Department Heads <br />RECOMMENDED BUDGET 1983 -84 <br />City Manager Smith presented the Recommended Budget 1983 -84 and referred to the <br />results of an audit of the Workers Compensation reserves in the Self Insurance <br />Fund. <br />Assistant Director of Finance Becker referred to his audit dated June 6, 1983 and <br />described a typical workers compensation case. <br />Director of Finance Tasseff projected a slide entitled "General Government Revenue <br />Summary" and referred to the City Manager's Report of June 10, 1983 relating to <br />the opinion of the Los Angeles County Counsel regarding the allocation of property <br />taxes for voter approved pension programs. <br />Police Chief Guardino replied to questions relating to current emphasis in the <br />work of his department. <br />Mr. Tasseff presented a graph indicating the percentage change in taxable sales by <br />category 1978 -82, a chart indicating taxable sales comparisons for Redwood City, <br />San Mateo County and the Bay Area, and slides of pages xiv, xv and xvi of the <br />Budget. <br />Mayor Stangel invited members of the audience to speak before the general review <br />of the Budget commences. <br />Ray Weymouth, 851 Chesterton, stated that he is aware of the financial problems of <br />the City and reported he has paid some $790 less per year in property taxes since <br />1978 and the adoption of Proposition 13. Mr. Weymouth said that he favors a 5% <br />utility user tax to obtain needed revenue for the City, noting that the amount is <br />much less than what he has been saving in property taxes and is an equitable tax <br />for City services. <br />Bud Dougherty SEIU Local 715 representative, asked that Council reject the <br />proposal to eliminate positions which are currently filled. <br />Budget Study <br />6/11/83 <br />Page 1 <br />MINUTE BOOK NO. 44 <br />Page No. 152 <br />
