Ernest Winkel, 20 Duane, asked that consideration be given to increasing sales tax <br />to provide revenue for the City. It was explained that the City does not have the <br />authority to impose sales tax. <br />Larry Buckmaster, Executive VP, Chamber of Commerce, stated that the Business - <br />Government Relations Department of the Chamber recommends imposition of a 5% <br />utility user tax as an equitable way of raising needed City revenues. Mr. <br />Buckmaster suggested that perhaps a "cap" of $50,000 for each user and an annual <br />review of need for the funds be included. <br />Jack Greenalch, 870 Seminole Way, stated he favors a utility user tax but asked <br />that consideration be given to those on minimal fixed incomes and that the rate <br />should be set so that it is not necessary to eliminate presently filled positions <br />and thereby further reduce services. Mr. Greenalch said that he strongly endorses <br />increasing City revenue in order to provide quality services. <br />Mayor Stangel then stated that Council will review the 1983 -84 Budget in the order <br />presented. <br />OPERATIONS PROGRAM <br />HUMAN SERVICES (pp 1. -5) <br />(See City Manager and Human Services Coordinator Report of 6/3/83) <br />Human Services Assistance <br />Discussion followed and Human Services Coordinator Irizarry replied to <br />questions concerning agencies. <br />Martha Read, Bilingual Education, Community Education Center, said that <br />State funds are provided for persons of certain income levels and many <br />parents using the preschool bilingual program cannot afford to pay fees. <br />Marquerite Leipzig, 3628 Highland, suggested that the Housing and Human <br />Concerns Committee has done considerable research before making their <br />recommendations with regard to funding of human services agencies and urged <br />that the amounts recommended not be reduced because of need in the community <br />for the services. Mrs. Leipzig asked Council to fund the agencies at the <br />amounts recommended by the Housing and Human Concerns Committee. <br />Jack Greenalch, 870 Seminole, representing Housing and Human Concerns <br />Committee, stated that he agrees with Mrs. Leipzig, stating the amount <br />recommended is insignificant in the total budget, that the return is very <br />cost effective and that he opposes a 10% cut of all agencies, suggesting <br />that any cuts be on the basis of individual review. Mr. Greenalch strongly <br />recommended the Housing and Human Concerns recommendations. <br />M /S: Britschgi /Biagi to accept the recommendation of the Housing and Human <br />Concerns Committee for funding of the human services assistance agencies. <br />The motion carried unanimously by voice vote, Councilman Rhodes abstaining <br />with regard to The Salvation Army and the Police Youth Club, Councilman <br />Biagi abstaining with regard to the Emergency Hunger Fund and the Kainos <br />Home and Mayor Stangel abstaining with regard to The Salvation Army. <br />Budget Study <br />6/11/83 <br />Page 2 <br />MINUTE BOOK NO. 44 <br />Page No. 153 <br />
