GENERAL <br />1. M /S: Rhodes /Biagi that the improvement of the condition of Fire Station No. 1 <br />to make it safe for use be the first priority of the Capital Improvement <br />Program and to impose a 5% utility users tax. <br />Discussion followed and City Manager Smith replied to questions and commented <br />concerning the need to make structural studies of City buildings to determine <br />seismic safety; whether or not such studies would determine that the Fire <br />Station should have first priority over other City buildings; the inter- <br />relation of needed capital improvements projects; the revenue expected to be <br />raised with a 5% utility user tax; the equitability of such a tax in affecting <br />all property owners and tenants; and the longer range capital improvement <br />needs of the City. <br />CLARIFICATION: Councilman Claire requested that it be made clear that the <br />motion does not necessarily mean that Fire Station No. 1 must be rebuilt on <br />the location it presently occupies, but that the men and equipment must be in <br />a safe location. Councilman Rhodes agreed to the clarification of his <br />motion. <br />City Attorney Schricker stated that the motion would establish Council policy <br />direction and the legislation implementing it would come later. <br />MOTION RESTATED; At the request of Mayor Stangel, City Manager Smith restated <br />the motion as it is understood, that a 5% utility user tax will be imposed <br />which is expected to raise about $1.5 million in 1983 -84 to be used to fund <br />the Capital Improvement Program with Fire Station No. 1 to have the first <br />priority; and that establishment of priorities would be preceded by engi- <br />neering studies. <br />The motion carried on the following roll call vote: <br />Ayes: Councilmen Biagi, Britschgi, Bury, Claire, Rhodes and Mayor Stangel <br />Noes: Councilman Mosher <br />(Council recessed from 3:30 to 3:40) <br />2. M /S: Mosher /Bury to add $316,000 to the Budget to retain the 10.8 filled <br />positions proposed to be eliminated with the expectation that the personnel <br />reductions will be made through attrition during the year. (NOTE: The <br />recommendation was 11.8 positions, but 1 position was reinstated by the <br />addition of funds to retain current level of street sweeping, see above, page <br />5) <br />The motion failed on the following roll call vote: <br />Ayes: Bury, Mosher and Mayor Stangel <br />Noes: Councilman Biagi, Claire, Rhodes and Vice Mayor Britschgi <br />(See No. 5 below, p. 9) <br />Budget Study <br />6/11/83 <br />Page 8 <br />MINUTE BOOK NO. 44 <br />Page No. 159 <br />
