Item No. 1 (continued) <br />the approval of Proposition 13; the smaller benefit to households of that <br />proposition; the desirability of increased conservation of energy; the <br />fact that the point of sale for tax purposes of Duolite is outside both <br />the City and the State; that significant property tax, inventory tax and <br />income tax reductions for business generally have been enacted since 1978 <br />and that balance is needed; and the recommendation of the Chamber of <br />Commerce that the utility users tax be adopted as the most equitable <br />source of needed revenue. <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Biagi /Bury to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 7:45 p.m. <br />In response to question, City Manager Smith reported that the recommended <br />budget represents a reduction of some 12% or more than $2,000,000 over <br />1982 -83. <br />Title read.
