<br />Mr. Schroeter described the development proposed for the area by Willy <br />Ostertag which features shops and senior citizen apartments and commented <br />concerning staff fears, if the project is expected to be an agent for <br />change by itself. He observed that the developer can expect to be finan- <br />cially successful whether or not he attracts the kind of tenants he <br />anticipates, while other kinds of tenants could present problems to the <br />City and eliminate the prospect of improving the area as anticipated by <br />the Redevelopment Agency. <br /> <br />Mr. Schroeter said that if the Council is willing to utilize Redevelop- <br />ment authority such as aggregation of properties, design control and code <br />enforcement and seek developers for other segments within the Project <br />Area, then the Ostertag development can be a considerable asset to the <br />City as part of an overall, coordinated plan. He pointed out that present <br />property owners can be approached first to determine if they wish to <br />participate. <br /> <br />Discussion followed and Mr. Schroeter replied to questions and commented <br />concerning his assessment of prospects for improvement of Main Street in <br />the near future; the possibility of establishing a design committee of <br />architects or other persons from similar professions to review projects <br />submitted for the development area; the specific plans for the Ostertag <br />development; parking requirements and limitations and provision for <br />additional parking; and the probable need for aggressive City <br />participation to improve the area. <br /> <br />Willy Ostertag, Burlingame, referred to his Main Street commercial/ <br />residential mix project, and urged Council to support a redevelopment plan <br />for the area, stating he is willing to work within a master plan. Mr. <br />Ostertag said he believes his project is feasible on its own, but would be <br />of much greater benefit to the City and more pleasing to him, if it can be <br />part of a plan to upgrade the area. He noted that probability of good <br />development would be much increased, if the Council used its redevelopment <br />authority to assemble properties in order to have projects of sufficient <br />size to be desirable. <br /> <br />Discussion continued and Mr. Smith, Mr. Schroeter and City Attorney <br />Schricker replied to questions and commented concerning the Council1s <br />authority and the next steps to be taken, if Council wishes to proceed. <br /> <br />M/S: Britschgi/Mosher to approve the concept of a coordinated approach, <br />utilizing the powers of the Redevelopment Agency, and to direct the Agency <br />staff to proceed with the development of an overall plan for the Centre <br />Project Area. <br /> <br />Carried unanimously by voice vote. <br /> <br />MINUTE ORDER NO.
