Item No. 15 (continued)
CONSENSUS: In response to the statement of Councilman Claire that the
subject of Vice Mayor Britschgi's letter regarding property upkeep be
placed on the agenda for the forthcoming joint meeting with the Planning
Commission when adult entertainment is to be considered, and there being
no objection, Mayor Stangel referred Vice Mayor Britschgi's letter to that
meeting. (memo 9/13/83)
16. Request of President of Peninsula Division of League of California Cities for
designation of member to the Division Board of Directors for 1983 -84 (102 -02)
Vice Mayor Britschgi agreed to accept the appointment of the City Council
to represent the City on the Board of Directors of the Peninsula Division
of the League of California Cities for 1983 -84. (memo 9/13/83)
ORAL COMMUNICATIONS
None
--------------------------------------------------------------------------- - - - - --
GENERAL
1. Councilman Biagi, Member of the Legislative Committee and the Charter
Review Committee, suggested Council should reaffirm the charge to the
Charter Review Committee that they are to review the Charter and propose
any appropriate amendments which might be considered necessary in a timely
manner so that they may be reviewed by the City Council and submitted to
the voters at the next election in April 1984. Councilman Biagi reported
that most of the discussion at the committee meetings concerns matters of
Council policy and while such suggestions may be made, it is not the
purpose of the Charter Review Committee to do so. He said that if Council
wished to create a committee to review Council policy after the Charter
Review Committee had completed its assignment, he might support it, but at
this time, only matters related to the Charter should be considered.
Discussion followed regarding the latitude acceptable to Council members
in discussing sections of the Charter.
Vice Mayor Britschgi, Chairman of the Legislative Committee and a member
of the Charter Review Committee, stated that he favors very general
discussion and that the Charter Review Committee is within possibly two
meetings of completing its assignment.
ADJOURNMENT
Upon motion duly made, seconded and carried the City Council adjourned at 10:05
p.m. until 7:00 p.m., Monday, September 19, 1983 to a Group Interview Session for
the purpose of interviewing candidates for appointment to the Fair Oaks Community
Center Advisory Board.
JACQUELINE C.
