Item No. 2 (continued) <br />Discussion followed and Mr. McGill and Mr. Schricker replied to questions <br />and commented regarding parking use experience in the present lot; whether <br />it might be possible to change visitor hours to accommodate shift changes; <br />the prospective costs of decking the present site versus construction of <br />the off -site lot; and possible expensive duplication of services in use of <br />satellite outpatient facilities; and the use of eminent domain proceedings <br />to acquire property. <br />M /S: Biagi /Bury to grant the appeal from the denial by the Zoning Admini- <br />strator of an application for a Use Permit for an off -site parking lot at <br />363, 365, 369 Upland Road and 189 Circle Road on the basis of the greater <br />good for all of the people of the City, recognizing that the aging popula- <br />tion in the District will require expansion of medical facilities and it <br />is less costly to allow room for expansion at this time; and with the <br />condition in the Use Permit that any and all construction on or off site <br />be approved by the Director of Public Works and with the following <br />findings: <br />1. The current parking conditions create high demand for on- street <br />parking which create traffic hazards for persons and property in the <br />vicinity. <br />2. The proposed facility will alleviate the aforesaid conditions. <br />3. There is no substantial evidence that the project will have a <br />significant effect on the environment in that mitigation measures are <br />included in the project. <br />The motion carried on the following roll call vote: <br />Ayes: Councilmen Biagi, Bury, Mosher and Mayor Stangel <br />Noes: Councilman Claire and Vice Mayor Britschgi <br />MINUTE ORDER NO. 83 -140 <br />---------------------------------------------------------------------------- - - - - -- <br />3.
