Item No. 2 (continued) <br />JoAnn McIntosh, 232 Lowell, presented a petition of some 500 signatures of <br />people in the community who support the appeal and approve the off-site <br />lot. <br />Clarisse Adams, 3699 Brandy Rock Way, volunteer at Sequoia, stated that <br />expanded hospital service make the construction of a new parking lot <br />essential and urged the appeal be upheld. <br />Charles Nealis, M.D., 2950 Whipple, said that during evening and weekends, <br />the use of the proposed parking lot should not disturb neighbors and urged <br />approval of the off -site lot. <br />Nathan Jones, Chief Executive Officer of Daphne Corporation and owner of <br />the subject property with his wife Dr. Daphne Chisholm, stated that no <br />tenants on the property have leases and all are aware it is for sale. Mr. <br />Jones said there is no reason to believe traffic will increase, but that <br />parking problems on the street should be reduced. <br />Robert Roddick (see above) suggested that a deck be constructed over the <br />present parking lot at the hospital which would be structurally adequate <br />to support an expanded building if needed later. Mr. Roddick said that <br />present television monitor of the lot is not effective and that glare will <br />be from headlights, not lights on the building. <br />Steve Rusconi, 260 Upland, commented on past decisions leading to present <br />problems. <br />Herman DeBie, said he would prefer that hospital employees not park on the <br />streets and that he opposes the off -site lot because it will reduce <br />property values. <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Biagi /Bury to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 9:42 p.m. <br />Mayor Stangel requested Dr. Sidney Marchasin to reply to questions. <br />Discussion followed and Dr. Marchasin, City Attorney Schricker, Director <br />of Public Works Addiego and Planning Director Schroeter replied to <br />questions and commented regarding parking needs and expansion of the <br />hospital; whether outpatient facilities could be constructed elsewhere; <br />anticipated reduced revenue to the hospital; drainage and access to site <br />proposed by the hospital; the permitted development under the Zoning <br />Ordinance of the subject property; this history of denials of applications <br />for use of dwellings for offices in the area; the nature of transition of <br />an area from owner - occupied single - family residences to other uses; and <br />the condition of the subject property now. <br />Mayor Stangel asked Ken McGill to reply to questions. <br />Reg.Mtg. <br />10/10/83 <br />Page 5 <br />MINUTE BOOK NO. 44 <br />Page No. 242 <br />
