Item No. 2 (continued) <br />Robert Solari, 102 Cicle, said the off -site lot will adversely affect the <br />entire neighborhood and noted that existing landscaping of hospital owned <br />property is not such that the neighbors have confidence that any new <br />landscaping will be properly maintained. Mr. Solari suggested that since <br />world - reknown hospital facilities are available within 20 miles, it is not <br />necessary for Sequoia to have the same equipment. <br />Bert Barrett, 272 Upland, commented on the lack of use of present parking <br />facilities and provided photographs in support of his comments. Mr. <br />Barrett noted that attractive premises have been promised by the hospital <br />in the past, but that hospital owned premises are not maintained, and <br />provided additional photos of the area. He observed also that the present <br />air conditioners are ugly and noisy, but promises have not been kept to <br />improve appearance and reduce their noise. Mr. Barrett also submitted <br />photos of improved properties in the area, suggesting that their values <br />would be reduced if the off-site lot is allowed. <br />Dr. Sidney Marchasin, 160 Birch, internist and member of the Board of <br />Directors of the Hospital District, stated he has opposed hospital <br />expansion in the past, but favors construction of the off -site parking lot <br />now because certain government changes with regard to reimbursement of <br />hospital costs will mean reduced revenue in the future. He said that if <br />the present lot capacity were increased by a deck, the hospital could <br />probably not afford in the future to "reclaim" the land, if needed. Dr. <br />Marchasin said the hospital should retain the only land it has for future <br />needed expansion, noting that hospital use will increase with the aging <br />population. Dr. Marchasin replied to question and commented concerning <br />outpatients; development of new equipment; the concerns of neighbors and <br />needs of the hospital district community; poor experience of neighbors <br />with regard to misuse of streets by employees, landscaping, noise, etc.; <br />and the long range plans of the hospital. <br />Harry Kart, 2905 Hopkins, presented a petition containing some 47 signa- <br />tures of neighborhood residents opposing construction of the off -site <br />parking lot. Mr. Kart stated that existing houses belonging to the <br />hospital will be destroyed and loss of residential property as well as <br />poor drainage and increased traffic will result, if the proposed lot is <br />constructed. <br />Dr. Ray Diffebach, member of the medical staff at Sequoia, and Director of <br />the Department of Cancer Medicine, reported experiences of his patients in <br />attempting to find parking places when visiting the hospital for treat- <br />ment. Dr. Diffebach suggested that new equipment being developed for <br />outpatients will require expansion on the present site and urged the <br />appeal be upheld. <br />Kathryn Gant Bradley, daughter of Beatrice Gant, owner of 111 Circle Road, <br />the lot adjoining the subject property, reported that her mother opposes <br />the off -site parking lot, stating that allowing it would be tantamount to <br />condemning her mother's property. <br />Reg.Mtg. <br />10/10/83 <br />Page 4 <br />MINUTE BOOK NO. 44 <br />Page No. 241 <br />
