Item No. 2 (continued) <br />headlights at the 11:00 p.m. hospital shift changes would create a <br />nuisance and that employees would not use the new lot to any greater <br />extent than they use the present one, since the neighborhood streets are <br />closer to the hospital. Mr. Roddick suggested construction of a deck on <br />the existing parking lot and inquired about any expansion plans of the <br />hospital administration. He suggested that cost comparisons of the <br />proposed off -site lot and the decking of the present lot are not <br />accurate. <br />Ken McGill, Associate Administrator of Sequoia Hospital District, com- <br />mented on the history of the hospital and the sequence of events leading <br />to the subject appeal. Mr. McGill referred to a model of the site and a <br />sketch posted on the wall and said that the proposed heavy landscaping and <br />slope of the site would effectively reduce visibility and noise of the <br />proposed off -site parking structure for neighbors. He urged that the land <br />on the hospital site be allowed to be retained for future expansion. Mr. <br />McGill also displayed drawings of drainage, storm drain connections and <br />noise barriers which are proposed to be part of the structure. <br />Discussion followed and Mr. McGill replied to questions and commented <br />concerning the District boundaries; the District's opportunity to purchase <br />the proposed parking site; the parking requirements and the fact that the <br />hospital parking exceeds requirements now; the use of the present lot; the <br />possibilities for better management of the present parking facilities to <br />reduce employee parking in the neighborhood; average parking time for <br />visitors and employees; and peak use of parking at shift change periods. <br />Bernice Donovan, 413 Birch, said that her knowledge of the lack of visitor <br />parking at the hospital causes her to urge that the application for the <br />off-site lot be granted. <br />Richard Richardson, 1252 Carson, suggested that it is important to the <br />community served by the hospital to preserve the area on that site for <br />future expansion and build the new lot across the street as proposed by <br />the hospital, stating that the hospital now has the opportunity to acquire <br />that property. <br />Anthony Lauricella, 242 Upland, resident of the area since 1944, said that <br />traffic is heavy and the present parking situation on the streets is very <br />bad and he opposes construction of a parking lot across the street when <br />there is space available on the hospital property. <br />Dave Rusconi, 260 Upland, said that he is against the hospital developing <br />a new parking site, suggesting the hospital wants to save the space on its <br />site for construction of a medical office building. He urged the appeal <br />be denied. <br />Susan Wharton, 112 Cicle, opposed the off -site parking lot, stating it <br />will not help the street parking problem, since the employees will <br />continue to use the closer neighborhood streets.
