Item No. 1 (continued) <br />Bert Barrett, 272 Upland, advised that residents of the area have employed <br />an attorney to represent them with regard to the Sequoia Hospital ex- <br />pansion and he will be asked to look at the effect of the proposed <br />annexation also. Mr. Barrett said that his property is in the City, but <br />he opposes the annexation. <br />Anthony Lauricelli, 242 Upland, referred to his written protest in <br />opposition to the proposed annexation. Mr. Lauricelli replied to <br />questions, stating that Clinic employees parking on the streets is no <br />longer a problem for him. <br />Dave Rusconi, 260 Upland, whose property is in the City, suggested that he <br />would incur costs if the property is annexed and that the Clinic is not in <br />an appropriate location in a residential neighborhood. Mr. Rusconi said <br />that the Clinic -owned rental houses are poorly maintained and have a <br />detrimenal effect on the neighborhood. He said that the City formula for <br />provision of parking at the Clinic is not adequate. <br />Tom Hallum, Administrator of the Clinic, said that some 120 employees <br />working in the Clinic at the same time would use about 50 -60 automobiles. <br />Robert Solari, 102 Circle, Oak Knoll Neighborhood Association, said the <br />Clinic is not a good neighbor, and his own survey resulted in his learning <br />that the Clinic requires employees to park in the lot and on the streets <br />on a rotating basis. Mr. Solari suggested the reason the Clinic needs <br />additional parking is to take care of expanded activities and more staff. <br />Gale Hurley, 238 Upland, referred to his written protest. In response to <br />questions, Mr. Hurley said that he does not object to development of <br />"Motorcycle Hill" since that will be large residences which are preferable <br />to present public misuse of the property. <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Mosher /Biagi to close the public hearing. <br />The motion failed on the following tie roll call vote and the public <br />hearing remained open. <br />Ayes: Councilmen Biagi, Bury and Mayor Stangel <br />Noes: Councilmen Claire, Mosher and Vice Mayor Britschgi <br />Mr. Hurley (see above) and Mr. Schricker replied to questions relating to <br />the number of residents and property owners eligible to indicate support <br />or opposition to the proposed annexation.
