Item No. 1 (continued) <br />Mrs. Hildebrand advised that two of the protests were just received and <br />none have been verified as to whether or not the authors are property <br />owners and /or registered voters. <br />Affidavits of Publication of Notice of Hearing and of Posting are on <br />file. <br />Mr. Schricker explained that both owners and residents are represented <br />with regard to the annexation but that an evaluation concerning the number <br />of registered voters and value of property will have to be made. <br />In response to questions, Mr. Schricker said that the request to annex the <br />lots next to the Redwood Clinic property was made by LAFCO (Local Agency <br />Formation Commission) probably to include contiguous properties in the <br />land proposed to be annexed, but the City must proceed as requested, <br />although it might be possible to ask LAFCO to reconsider. <br />Mayor Stangel declared the public hearing open at 8:03 p.m. <br />Frank Hanniq, Redwood Medical Clinic, 1125 Marshall, introduced Robert <br />Bernstein to make a presentation for the Clinic. <br />Robert Bernstein, architect, 2600 East Bayshore Road, East Palo Alto, <br />representing Redwood Medical Clinic, emphasized that his client has <br />nothing to do with the Sequoia Hospital which is concerned with construc- <br />tion of a parking lot nearby also. Mr. Bernstein described the Clinic <br />property, noting that it would be used during business hours only, with <br />all access internal and that plans have been shown to neighbors which <br />indicate that the proposed parking lot will not intrude upon their views. <br />Mr. Bernstein used slide projections to illustrate his remarks and replied <br />to questions concerning number of employees, landscaping and use of the <br />lot. <br />In response to question, Mr. Hannig said that the Clinic is providing for <br />employee parking which should take many cars off the residential streets <br />and called attention to the conditions which would have to be met if the <br />lot is constructed. <br />Eldon Ellis, M.D., member of the partnership of Redwood Medical Clinic, <br />stated that the Clinic has a record of acting responsibly toward neighbors <br />and in the City and urged approval of the subject proposed annexation. <br />Harold Johnson, M.D., Chairman of Redwood Medical Clinic, described <br />service provided to the area and urged approval of the proposed annexation <br />and construction of the parking lot to alleviate present parking <br />difficulties. <br />Larry Lane, 250 Upland, stated he opposes the annexation because he does <br />not believe that only a parking lot is planned for the property, but that <br />the Clinic plans to expand. Mr. Lane said he has lived in his home for <br />five months, and replied to questions indicating that he would oppose the <br />annexation even if his own and the other residential properties were not <br />part of it.
