Item No. 2 (continued) <br />the appointment to such Boards and Commissions shall be by roll call <br />and a matter of public record." <br />(Amend Section 21 -112) <br />M /S: Biagi /Mosher not to submit the subject recommendation to the <br />electorate. <br />Discussion took place concerning the desirability of making <br />individual votes public; the possible embarrassment of applicants; <br />whether the practice would discourage applicants; the present voting <br />procedure; and the procedures in other cities. <br />In response to inquiry, City Attorney Schricker advised that the <br />present City Council voting procedure with regard to making appoint- <br />ments to boards and commissions meets all legal requirements. <br />Carried on the following roll call vote: <br />Ayes: Councilmen Biagi, Bury, Mosher and Mayor Stangel <br />Noes: Councilmen Claire and Rhodes and Vice Mayor Britschgi <br />4. Recommendation: that Section 47g. be amended by the addition of the <br />following: "The Board shall annually, at a Council meeting designated <br />by the Council, report on the preceding <br />accomplishments, and future plans and objectives and ." <br />and <br />(Amend Section 47g) <br />Discussion took place concerning the fact that the Council now has <br />the authority to request an annual meeting and report from the Port <br />Board; whether the Charter should include a requirement for such a <br />meeting to insure its taking place annually; and the possibility of <br />arranging such a meeting at budget time also. <br />M /S: Biagi /Bury not to submit the subject recommendation to the <br />electorate because the City Council has the authority to call such an <br />annual meeting. <br />The motion failed on the following roll call vote: <br />Ayes: Councilmen Biagi and Bury <br />Noes: Councilmen Britschgi, Claire, Mosher, Rhodes and Mayor <br />Stange 1. <br />M /S: Britschgi /Claire to submit the subject recommendation to the <br />electorate. <br />Carried on the following roll call vote: <br />Ayes: Councilmen Britschgi, Claire, Mosher, Rhodes and Mayor <br />Stange 1 <br />Noes: Councilmen Biagi and Bury <br />Reg.Mtg. <br />11/21/83 <br />Page 3 <br />MINUTE BOOK NO. 44 <br />Page No. 284 <br />
