Item No. 4 (continued) <br />M/ Rhodes/ to put an advisory question on the ballot for the <br />April 10, 1984 General Municipal Election regarding the use of bilingual <br />ballots. (See below, Minute Order No. 83 -176) <br />The motion died for lack of a second. <br />Councilman Biagi presented the portion of the report relating to (2) <br />legislative hearing on Local Government Financing. <br />Councilman Bury presented the portion of the report relating to (3) <br />consolidation of elections. <br />Discussion followed and City Manager Smith replied to question and com- <br />mented concerning the fact that the school district is interested in <br />having the City's election consolidated with theirs in November of odd <br />years but does not want to consolidate its election with the City in April <br />of even years; whether there is any significant saving for the City in <br />consolidation; the convenience of one election for voters; the poor voter <br />turnout at school elections recently; whether the differing school and <br />city boundaries might create problems for voters; the inconclusive results <br />regarding benefits of recent city - school consolidated elections in the <br />County; and the effect consolidation might have on terms of Council <br />members. <br />M /S: Biagi /Mosher to accept the Legislative Committee recommendation <br />regarding an advisory vote on the use of bilingual ballots and refer the <br />subject to the San Mateo County Council of Mayors for consideration at a <br />future meeting. (703 -01) <br />Carried by majority voice vote which Mayor Stangel determined to be 6 -1. <br />MINUTE ORDER NO. 83 -176 <br />M /S: Britschgi /Bury to accept the Committee recommendation regarding <br />participation in the Assembly Local Government Committee hearing on local <br />financing to be held in San Jose on Friday, December 9, 1983 with <br />Councilman Biagi to testify. <br />Carried unanimously by voice vote. MINUTE ORDER NO. 83 -177 <br />M /S: Britschgi /Biagi to support the introduction of legislation authori- <br />zing and reinstituting practices to maintain election registration rolls <br />current. <br />Carried unanimously by voice vote.
