Appeal of the decision of the Zoning
Administrator denying Architectural Permit
for a modified freestanding sign, adding a
computerized message board - Pasquinelli's
Farm House - 386 Convention Way -
Raymond J. Gallagher, appellant

Report of Planning Director 12/22/81
Appeal letter 11/30/81

In response to question, Planning Director Schroeter, the Zoning
Administrator, reported the status of the subject Permit, observing that his
decisions must be based on standards set out in Article 45 of the Zoning
Ordinance with subjective interpretation necessarily allowed. Mr. Schroeter
pointed out that the total sign may not exceed 150 square feet and that size
is not subject to appeal.

Ron Patterson, Director of Operations, Pasquinelli's Farm House, 2100
Livingston Street, Oakland, referred to the appeal letter, adding that the
proposed electronic sign is expected to create more restaurant business and
reduce problems experienced with vandalism in connection with the present
sign.

Pat Streuss, American Sign and Indicator Company, Spokane, designer of the
sign, replied to questions relating to the size and readability of the
proposed sign and the technology involved in its operation.

Discussion followed and Mr. Schroeter, Mr. Patterson and Mr. Streuss commented
and replied to questions concerning the message change frequency of five
seconds planned for the sign; State requirements for such signs near freeways;
whether highway safety might be involved; the public service messages which
could be displayed; the work of Council, staff and members of the Chamber of

Reg.Mtg.
1/4/82

i
~I1J ~

~~..~,--.,-~------~-_.
