Chandler <br />Marguerite leipzig <br /> <br />Bill Rhode. <br /> <br />Board of Equalization <br /> <br />The Council of the City of Redwood City met on this date at <br />8:25 p.m. as the Board of Equalization of General Improvement <br />District No. 1-64 with Chairman Biagi presiding. <br /> <br />Directors present: <br /> <br />Bury, Chandler, Leipzig, Rhodes, Stangel <br />and Chairman Biagi <br /> <br />Directors absent: <br /> <br />Britschgi <br /> <br />Officials and staff present: Smith, Schricker, Ference, <br />Hildebrand and Addiego, Schroeter, Bold <br /> <br />GENERAL <br /> <br />Report of District Assessor 1/28/82 <br />Report of American Appraisal Associates, Inc. 1/13/82 <br /> <br />Jamil fbrahim Saad, appellant, District Assessor Ference and <br />representatives of American Associates, Inc. were sworn by City <br />Clerk Hildebrand. <br /> <br />Mr. Ference presented the appeal of Jamil Ibrahim Saad, owner <br />of Parcel 95-071-060, stating that Mr. Saad had requested <br />reduction of his assessed value from $41,115 to $36,250. Mr. <br />Ference reported that the appraiser recommended against any <br />change in the assessed value. <br /> <br />RoKer Torkelson, American Appraisal Associates, Inc., stated <br />that Mr. Saad's property was valued at $164,500 based on sale <br />prices and listings for seven similar sized homes as of the <br />appraisal date, stating that no justification exists for <br />lowering the assessed value of Mr. Saad's property. <br /> <br />Jamil Ibrahim Saad, 523 Lanyard, stated that he bases his <br />request for reduction of assessed value on the fact that the <br />homes cited by Mr. Tokelson have 2-1/2 baths as compared to his <br />two baths; that a home at 428 Lanyard was advertised for sale <br />at $144,500; that the San Carlos airport noise creates a <br />nuisance; and that his County assessment is only $141,216. <br /> <br />Mayor Biagi explained that District properties are assessed at <br />full market value and there is no relationship to the County <br />tax assessment. Mayor Biagi pointed out that the District tax <br />is related to servicing the bonds for the District. <br /> <br />Mr. Torkelson reported that the home at 428 Lanyard is much <br />smaller than that of Mr. Saad's, having only 1220 sq. ft. as <br />compared to 1868 sq. ft., and stated his information was <br />obtained from the developer who reported Mr. Saad's home is a <br />"Model WIt and that such models have 2-1/2 baths and some 1868 <br />sq. ft. He acknowledged he did not inspect Mr. Saad's property <br />in spite of the appeal being filed. <br /> <br />There being no objection, Mayor Biagi ordered that no decision <br />be made regarding the appeal of Mr. Saad until a representative <br />of American Appraisal Associates has inspected the house to <br />determine if an appraisal error has been made and reported back <br />to the Board.
