FOR THE FURNISHING OF SOIL TESTING SERVICES IN CONNECTION WITH 1980-81 WATER MAIN REPLACEMENT PROJECT ------------------------------------------------ (g~ rp 'I REPORTS OF CITY MANAGER Report of City Manager and Director of Finance 2/5/82 In response to question, City Manager Smith repoted that evidence appears to be that other cities using curbside garbage pickup have no significant problems and that is the least costly service. Discussion followed and Mr. Smith and Director of Finance Ference commented and replied to questions concerning costs of alternative methods of garbage and refuse pickup; whether a poll of residents might be conducted to determine their preference; the Council's responsibility with regard to such decisions; the need to make any poll very specific as to possible responses; the length of time (1-1/2 months) required to conduct a poll; the estimated $4,000 cost of a poll; the need for decision soon because of the announced closing of the Menlo Park dump site on February 14 to residents; and the concern that curbside garbage collection would result in debris in streets and other problems. M/S: Leipzig/Chandler to accept Plan V (Bi-weekly curbside pickup of garden trimmings in addition to regular weekly backyard garbage service at a total cost of $8.13 per month). The motion failed on the following tie roll call vote. Ayes: Councilmen Chandler, Leipzig and Mayor Biagi Noes: Councilmen Britschgi, Bury and Vice Mayor Stangel M/S: Chandler/Stangel to continue consideration of Refuse Collection Alternatives to February 22, 1982. Carried unanimously by voice vote.
