FOR THE <br />FURNISHING OF SOIL TESTING SERVICES IN <br />CONNECTION WITH 1980-81 WATER MAIN <br />REPLACEMENT PROJECT <br /> <br />------------------------------------------------ <br /> <br />(g~ <br />rp <br /> <br />'I <br /> <br />REPORTS OF CITY MANAGER <br /> <br />Report of City Manager and Director of <br />Finance 2/5/82 <br /> <br />In response to question, City Manager Smith <br />repoted that evidence appears to be that <br />other cities using curbside garbage pickup <br />have no significant problems and that is the <br />least costly service. <br /> <br />Discussion followed and Mr. Smith and <br />Director of Finance Ference commented and <br />replied to questions concerning costs of <br />alternative methods of garbage and refuse <br />pickup; whether a poll of residents might be <br />conducted to determine their preference; the <br />Council's responsibility with regard to such <br />decisions; the need to make any poll very <br />specific as to possible responses; the length <br />of time (1-1/2 months) required to conduct a <br />poll; the estimated $4,000 cost of a poll; <br />the need for decision soon because of the <br />announced closing of the Menlo Park dump site <br />on February 14 to residents; and the concern <br />that curbside garbage collection would result <br />in debris in streets and other problems. <br /> <br />M/S: Leipzig/Chandler to accept Plan V <br />(Bi-weekly curbside pickup of garden <br />trimmings in addition to regular weekly <br />backyard garbage service at a total cost of <br />$8.13 per month). <br /> <br />The motion failed on the following tie roll <br />call vote. <br /> <br />Ayes: <br /> <br />Councilmen Chandler, Leipzig and Mayor <br />Biagi <br /> <br />Noes: <br /> <br />Councilmen Britschgi, Bury and Vice <br />Mayor Stangel <br /> <br />M/S: Chandler/Stangel to continue <br />consideration of Refuse Collection <br />Alternatives to February 22, 1982. <br /> <br />Carried unanimously by voice vote. <br />(MINUTE ORDER NO. 82-17 <br /> <br />(Council recessed from 8:50 to 9:00 p.m.) <br /> <br />---------------------------------------------- <br /> <br />Report of City Manager and Director of Public <br />Works 2/4/82 <br /> <br />Title read. <br /> <br />M/S: <br /> <br />Britschgi/Bury <br /> <br />RESOLUTION NO. 9052 <br /> <br />adopted unanimously by roll call vote. <br /> <br />---------------------------------------------- <br /> <br />Reg.Mtg. <br />2/8/82 <br />Page 4 <br />
