CAPTURE Crime Prevention Programs - agreement renewal RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT WITH CITIZENS' CRIME PREVENTION INCORPORATED, CAPTURE PROGRAM Reports of City Manager and Human Services Coordinator 2/22/82 In response to question, City Attorney Schricker advised that the proposed resolution contains paragraphs required by the federal government as block grant funds are involved and the usual assignments of responsibility. In response to questions, Human Services Coordinator Irizarry stated that Mrs. Linda Anderson is the Executive Director of CAPTURE; that the program involves crime prevention of a type not provided by the Police Department; that the intent of the program is to involve neighborhoods in preventing crime; that "free lock" participants are frequently willing to sponsor "Neighborhood Watch" meetings; and that a women's self-protection class is expected to be offered. City Manager Smith observed that citizen participation and volunteer ism in preventing crime can be more effective and significantly less expensive than hiring additional police officers. Title read. Approval of Concept - Proposed abandonment of portion of Shasta Street -,--~~,," Reports of City Manager and Director of Public Works 2/22/82 Director of Public Works Addiego displayed a slide illustrating the subject intersection and indicated the proposed traffic improvements, advising that B. J. Perry, owner of Perry's Feed Store will install the needed improvements to improve the traffic circulation in exchange for abandonment of the property to him, so there will be no cost to the City. In response to questions, Mr. Addiego said that if the concept is approved, staff will negotiate with Mr. Perry with regard to making the property presentable and will return to Council with the proposed plan.
